Katrina made landfall in Louisiana on 29 August 2005. Obama had been a US senator less than eight months at the time, his presidency over three years in the future.
I guess none of them remember Michael "heck of job" Brown, head of FEMA at the time. EDIT: Apparently the survey only offered the choices of "Bush" and "Obama."
