Did anyone vet this?

This concerns a local (state) political TV ad, asking voters to vote in favor of one of the amendments. What it is doesn't matter - the background soundtrack they chose to use was whistling. Distorted whistling, for some reason. I'm guessing they were going for a happy, cheery sort of feel. It's fairly quiet, so it doesn't cover the voiceover.

What is sounds like is somebody kicking the living shit out of a small dog, as heard at some distance. Every time the commercial comes up, I check out the window to see if one of the neighbor's dogs has gotten run over in the street.

I don't think that's the association the PAC wanted with that amendment.
